Residency (Iqama) Violation Fines in Kuwait 2026: Daily Rates, Maximums & How to Pay

Quick answer

Under Kuwait’s Residency Law No. 114 of 2024, in force since 5 January 2025, an expat whose residency (iqama) has expired pays KD 2 per day for the first month and KD 4 per day after that, up to KD 1,200. Visit-visa overstayers pay KD 10 per day up to KD 2,000, and domestic workers KD 2 per day up to KD 600. Fines are checked and paid by Civil ID on moi.gov.kw, the MOI app or the Sahel app. Every residency transaction is blocked until the fine is paid, and long or repeated overstays can lead to deportation and an entry ban.

Residency fines in Kuwait under Law 114/2024

ViolationDaily fineMaximum
Residency expired and not renewed (or not left the country)KD 2/day for the first 30 days, then KD 4/dayKD 1,200
Entered on a work or dependant visa but did not obtain residency in time (Article 9)KD 2/day, then KD 4/dayKD 1,200
Visit (tourist or family) visa overstayKD 10/dayKD 2,000
Domestic worker (Article 20) residency expiredKD 2/dayKD 600
Newborn not registered within 4 months of birthKD 2 for the first month, then KD 4 per monthKD 2,000

The old residency law charged a flat KD 2 a day and capped fines at KD 600. The 2024 law doubled or more than tripled most penalties, and added deportation and entry bans for repeat or long overstays. Sponsors who keep a worker on an expired residency are also fined, and absconding reports (تغيب) now lead to deportation and a ban on returning.

There is no general grace period after a residency expires. The fine starts the next day. The lower KD 2 rate in the first 30 days is the only built-in relief.

How much will I pay? Worked examples

For an expired residency the first 30 days are charged at KD 2 a day and every day after that at KD 4, until the KD 1,200 cap is reached.

Days overdueCalculationFine
10 days10 × KD 2KD 20
30 days30 × KD 2KD 60
60 days30 × KD 2 + 30 × KD 4KD 180
6 months (about 180 days)30 × KD 2 + 150 × KD 4KD 660
315 days (about 10½ months) or moreKD 60 + 285 × KD 4 = KD 1,200KD 1,200 (cap)

For visit-visa overstays the fine is a flat KD 10 a day: two weeks costs KD 140 and a month KD 300, until the KD 2,000 cap. These figures are for planning only – always check the exact balance on the MOI system before you pay.

How to check and pay residency fines by Civil ID

  1. MOI website: open moi.gov.kw, go to e-services, then violations and fines, then residency fines. Enter the Civil ID number, inquire and pay by K-Net.
  2. MOI app: open Quick Pay, choose immigration (residency) fines, enter the Civil ID and pay.
  3. Sahel app: Services, then Ministry of Interior, then residency violations – view and pay.
  4. In person: the Residency Affairs (Jawazat) department of your governorate. This is required anyway when the violation involves a transfer or cancellation.

Pay the fine before you apply for renewal, transfer or final exit, because the system blocks every residency transaction until the balance is zero. Keep the receipt – it may be checked at the airport if you leave on a cancelled residency.

Pay from your own Civil ID account where possible, so the payment is linked to your record. Employers and sponsors can also pay on your behalf using your Civil ID number.

Why residencies expire without renewal

Most expired residencies are not deliberate. The common causes are practical, and many can be avoided with early planning:

  • The employer delayed the renewal, or the company’s file with PAM was blocked.
  • The passport expired and had to be renewed at the embassy first.
  • The employee was abroad on long leave when the residency ran out.
  • Health insurance or residency fees were not paid on time.
  • A dependant’s residency was linked to a sponsor whose own residency changed.
  • A newborn was not registered within the four-month deadline.

Set a reminder at least two months before your residency expiry date, and check the date in Sahel or on your Civil ID. After the residency is renewed, renew the Civil ID too – see Civil ID renewal.

Maximum for residentsKD 600KD 1,200

The new law also fines sponsors who keep a worker on an expired residency. If you had an old violation that was settled under the previous law, it is not recalculated. New violations since 5 January 2025 follow the new rates.

How to avoid residency fines

  • Check your residency expiry date in Sahel every few months.
  • Renew your passport at least six months before it expires, so it never blocks a residency renewal.
  • Ask your employer in writing to start the renewal early, and keep a copy of the request.
  • If you will be abroad near the expiry date, arrange the renewal before you travel.
  • Register newborns with PACI and the Ministry of Interior well within four months.
  • Pay health insurance and residency fees as soon as they are due.

Grace periods and special cases

  • Newborns have 4 months to be registered and issued a residency.
  • If your passport was held by the sponsor or you were in hospital, bring proof to the Residency Affairs department. The director can waive part of the fine.
  • Periodic amnesties let violators leave without paying fines or regularise their status. The last one ran from March to June 2024. Watch for Ministry of Interior announcements, and be wary of unofficial claims on social media.
  • Overstaying a visit visa by 90 days or more can lead to deportation and a ban, not just the fine.

Deportation, absconding and entry bans

Fines are only part of the risk. Under Law 114/2024, long or repeated violations, and cases where the sponsor files an absconding report, can lead to administrative deportation and a ban on returning to Kuwait. A deported expat cannot simply re-enter on a new visa.

Long overstay on a visit visaFine, possible deportation and banPay before departure; seek advice

If your employer has filed an absconding case that you believe is unfair, act immediately. Contact the Public Authority for Manpower or a licensed lawyer – delays make the situation harder to fix.

Fines for domestic workers and their sponsors

Domestic workers on an Article 20 residency pay KD 2 a day up to KD 600 if their residency expires. Sponsors should renew the residency before expiry through Sahel and keep the worker’s passport details updated. A sponsor who keeps a worker on an expired residency can be fined as well. See our domestic worker guide for the full sponsorship rules.

Leaving Kuwait with a residency fine

  1. Check the full balance on moi.gov.kw, the MOI app or Sahel.
  2. Pay all residency fines, traffic fines and other dues – check the traffic fines as well.
  3. Check for travel bans or court cases through the Ministry of Justice inquiry.
  4. If you are a private-sector employee with a valid residency, get the employer-approved exit permit in Sahel before booking.
  5. Keep printed receipts in your hand luggage for the airport.
