Kuwait Customs (General Administration of Customs): Duty Rates, Allowances, Prohibited Items & Shipping Household Goods

Quick answer

Kuwait’s General Administration of Customs (الإدارة العامة للجمارك, customs.gov.kw, tel 2481 5930) charges a flat 5% import duty on the CIF value of most goods, with exemptions for GCC-origin goods, used personal effects of new residents and low-value personal shipments; tobacco carries 100%. Travellers may bring 200 cigarettes, 50 cigars or 250 g of tobacco and personal items for their own use, and must declare cash of KD 3,000 or more. Alcohol, pork, narcotics and drones without a permit are prohibited, and controlled medicines need a Ministry of Health permit. Household shipments are cleared through a licensed broker at Shuwaikh or Shuaiba port or the airport cargo village.

About Kuwait Customs

The General Administration of Customs controls everything that enters and leaves Kuwait through the airport, the sea ports of Shuwaikh, Shuaiba and Doha, and the land borders with Saudi Arabia (Nuwaiseeb, Salmi) and Iraq (Abdali). It collects import duty, inspects passengers’ baggage and cargo, and enforces the lists of prohibited and restricted goods set by other ministries.

CIF means the value of the goods plus shipping and insurance to Kuwait. Keep invoices for anything new: customs officers assess duty on the invoice value, or on their own valuation if no invoice is available. Kuwait has no VAT, so the 5% duty is usually the only tax on imports.

  3. Expect bags to be scanned; officers can open any bag on either channel.

E-cigarettes and vaping products are classified as tobacco-related products in Kuwait. Ministry of Health Resolution No. 237 of 2026, which takes effect on 1 January 2027, raises the minimum age for tobacco and nicotine products to 21, bans their online sale and delivery, bans unregistered nicotine pouches and bans vaping wherever smoking is prohibited. Larger quantities in luggage may be treated as a commercial import.

Bringing medicines into Kuwait

  • Personal-use medicines are allowed in their original packaging with a copy of the prescription; bring no more than a reasonable supply for your stay.
  • Controlled drugs – opioids, benzodiazepines, ADHD stimulants and strong painkillers – need an MOH permit and a prescription; without them they are confiscated and legal action can follow.
  • Carry a doctor’s letter that states the generic name, dose and diagnosis, especially for injectables and psychiatric medicines.
  • Once in Kuwait, get repeat supplies from a Kuwait-licensed doctor; see pharmacies in Kuwait.

Online shopping and courier parcels

Parcels from Amazon, Shein, AliExpress and other international shops are cleared by the courier on your behalf. Low-value parcels usually arrive after a small handling fee; for higher values, the courier collects the 5% duty and its clearance charge before delivery. Restricted items such as drones, medicines or supplements may be held for approval from the relevant authority.

  • Use your correct area postal code and full address; see Kuwait postal codes.
  • Keep the order invoice; couriers may ask for it to clear the parcel.
  • Check that items are allowed before ordering – prohibited goods are seized, not returned.
  • Satellite equipment needs approval; Starlink has been licensed in Kuwait since March 2026, see Starlink in Kuwait.

Shipping household goods to Kuwait

  1. Use a licensed international mover. Kuwait requires the consignee to be in the country with valid residency; work-visa holders can ship before the Civil ID is issued, using the work permit and passport copy.
  2. Prepare documents: passport and Civil ID copies, work permit or residency, bill of lading or air waybill, a detailed packing list in English or Arabic, and an authorisation for the broker through the Kuwait Customs e-services (Kuwait Mobile ID approval).
  3. Sea freight is inspected at Shuwaikh (containers) or Shuaiba; air freight at the Kuwait Airport cargo village.
  4. Clearance takes about 3–7 working days. Demurrage and storage charges start after the free period, so have documents ready before the ship arrives.
  5. Pack separately and declare electronics, books, medicines (with prescriptions) and anything new in its box, which attracts duty.

Many expats find it cheaper to ship only personal items and buy furniture in Kuwait. See our guide to used furniture in Kuwait.

Importing a car

  • Only personal cars under five years old can be imported, with a Kuwait licence holder as importer.
  • Duty is 5% of the assessed value, plus registration and technical inspection.
  • Bring the original ownership, export certificate and purchase invoice.
  • After clearance the car must pass inspection before registration; see vehicle inspection in Kuwait and buying and registering a car.

Shipping goods out of Kuwait

  • Personal effects leave duty-free; provide a packing list and your passport and Civil ID, and an exit clearance if the shipment is linked to final exit.
  • Gold and jewellery above personal use must be declared; check the allowance of the destination country. Our gold price page helps you value what you carry.
  • Export inspection is required for cars, and the customs certificate is needed to deregister the vehicle.

Customs brokers and clearance fees

Most commercial and household shipments are cleared by a licensed customs broker (مخلص جمركي). Brokers are listed on the customs website and typically charge about KD 30–80 per shipment for clearance, plus port handling, storage and transport. Ask for an all-in quote that lists duty, broker fee, port charges and delivery separately.

Common mistakes to avoid

  • Packing new items with used household goods without declaring them – they are dutiable and can delay the whole shipment.
  • Carrying medicines for friends or relatives – you are responsible for everything in your luggage.
  • Forgetting to declare cash of KD 3,000 or more.
  • Ordering prohibited or restricted items online and expecting a refund when they are seized.
  • Letting demurrage build up while documents are missing.
